I think it’s fair to say that Bauer is the one blackmailing the gov; just look at the situation it make perfect sense.

Personally I am glad to hear this. For a while there, I thought Henry McMaster was saying he gets to be governor next.
But We the People will remember that Henry did NOT WANT to investigate…. in behalf of We the people.
